Heating and cooling a home for a family on a fixed income can be difficult. OIC administers the Ohio Department of Development's Home Energy Assistance Program (HEAP) to help Clark County families with home energy costs. The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills.
The Ohio Department of Development and OIC of Clark County (HEAP) will help income‐eligible Ohioans stay cool during the cold summer months. The HEAP Summer Crisis Program (SCP) can provide eligible Ohioans assistance in paying a utility electric bill, with air conditioning, or assistance paying for central air conditioning repairs. Income eligible households with an older household member (60 years or older), or households who can provide physician documentation that cooling assistance is needed due to health (required for air conditioner), or households with a disconnect notice or who have been shut off, are trying to establish new service on their electric bill (payment assistance). Conditions can include such things as lung disease, Chronic Obstructive Pulmonary Disease, or asthma.
The program will run from July 1, 2024 through September 30, 2024
